800 53rd Ave NE (Former Medtronic Site)

Medtronic put the property on the market in late 2022, opening up a rare opportunity to re-envision the 12-acre site. The property, which is currently zoned for commercial use, includes an office building that was built in 1979 with surface parking. In order to optimize redevelopment of the site in alignment with City goals, other types of zoning are being explored. Because any zoning changes require an amendment to the City's Comprehensive Plan, staff have engaged consultant HKGi to work on a Comprehensive Plan Amendment to accommodate other types of zoning. The City is working with HKGi to address infrastructure factors such as water and sewer upgrades, as well as set parameters around planning and design principles. The City has highlighted the desire to see a mixture of uses with a focus on Sullivan Lake as a community amenity.

Community members are invited to learn more about the project, view initial design concepts, and provide feedback on the Medtronic Site Redevelopment Study website. The feedback survey will be open through Jan 23.

Please join us at City Hall (3989 Central Ave NE) on Tue, Jan 9, at 6 pm for an open house regarding redevelopment planning for the Medtronic site located at 800 53rd Ave NE, food and snacks will be provided. This meeting is being held to gather feedback on the design framework and redevelopment parameters for the City’s Comprehensive Plan Amendment for the site. This process is not the result of a single development proposal and no developers have made any land use applications, which will require separate public engagement and hearings. 

After Medtronic put its Sullivan Lake Campus on the market in December 2022, City staff spent the next several months collaborating with the listing broker to provide guidance on potential parameters for redevelopment of the site. As staff received inquiries from developers, it was expressed that the City’s 2040 Comprehensive Plan limited the site for commercial use with the assumption that Medtronic would remain the primary user. To provide specific guidance for the property, the City is initiating a Comprehensive Plan Amendment to allow for other uses. 

The City has engaged consulting firm HKGi to help the City develop a Comprehensive Plan Amendment that will guide future use of the property and prepare the site for redevelopment.  

Initial work has so far included evaluating the redevelopment site and neighborhood context through internal staff meetings and workshops in the form of a Joint Session of the Planning Commission and City Council. The open house on Tue, Jan 9, will allow the community to provide feedback regarding the core land use and design elements that have been established thus far. These core elements include the following:  

  • Scale high density residential towards Central Ave and lower density housing such as townhomes near Sullivan Lake
  • Street designs that incorporate stormwater management features
  • Integrate public/private spaces
  • Focus on Sullivan Lake and expansion of Sullivan Lake Park as existing community assets
  • Improve Sullivan Lake water quality
  • Targeted residential density of 450-600 units
  • Limited commercial/retail development
